Have the Dodgers been the most underachieving MLB franchise in the past 10 years?

That organization has one of the largest payrolls and is consistently a sub-par team or even terrible in some years.

I beg to differ, although it's a known fact that the ultimate goal is win a world series, I don't think the Dodgers have had real expectations for that to happen in some time. I believe they still think they are a work in progress. I would have to say the Cubs are the most underachieving MLB team. Every year, all you hear about are the Yankees, Red Soxs, and Cubs no matter what garbage they put together and put on the field. The Yankees and Red Sox have both been to the mother land in the past 10 years while the Cubs continue to disappoint. They can go out and sign some scrub tomorrow, and the headlines all over Chicago will say Cubs have all pieces to win the World Series and they barely win the division yet alone make it out the 1st round of the playoffs. North Side expectations are set up to fail. Dodgers no Cubs yes. And lets not forget it's been 98 years since their last dance. And counting
