Bending brick wall between balcony and parking lot.?

Our small building (less than 4 floors) has an issue with the lower units. Behind every condo is room for a balcony. Units 1 & 2 have mid-level balcony, which means that their balcony floor are below ground level, about 3 feet deep.

On the ground level is a small turf that separates the parking lot (5 spaces) from the building. The issue is that the small brick wall (3 feet high) between the mid-level balcony and that turf is bending like a D (used and supposed to be straight).

I presume it's because of the snow we pilled up high on the turf this winter. I presume it caused extra pressure and caused the bending.

I need to know what kind of building/renovation specialist can fix this problem. What are they called? Do I need a land engineer?

You don't need a land engineer. First call I would make is to a bricklayer/masonry contractor. They will determine the state of the wall, and if the footing is damaged or not. They will also be able to make recommendations whether you need an excavator to regrade the turf area. Good luck.
